Rights to Warmth

This pilot programme was made up of two main strands: a social marketing programme and a pilot market research survey.

Social marketing programme

The social marketing programme, funded by Durham PCT, was carried out in two areas of County Durham and consisted of:

  • Promotional representation of the impact of cold on health to community groups
  • Local neighbourhood leafleting and distribution of room thermometers based on community/neighbourhood groups and identifying of champions, which involved the recruitment and training of volunteers as local energy champions.

Pilot market research strategy

The pilot market research strategy was also carried out in County Durham, and looked into attitudes and behaviour towards health and warmth. This part of the project was funded by EAGA and revealed a general public misunderstanding of the impact of cold upon health, and the assumptions being made in the design of energy poverty and efficiency programmes.
